We need a bit more info.

Are you downloading the correct sets for the game you have installed?
Are you on dial-up?
Are you the administrator for that computer?

The AL workers pack is 7.1 mb. So the file is not downloading properly.
You could try a free download manager, they can help if your getting interrupted downloads.
